As the Council took up whether to release $350 million in voter-approved bond funding for new Toll Gate and Pilgrim High Schools, Councilman Gebhart framed the choice for his colleagues as one between fear and faith — fear of rising costs versus faith in a plan the voters had already approved.
He argued that the cost of doing nothing would only grow with time, and that investing in modern schools was an investment in the city’s future and in home values in every neighborhood. The Council released the bond funding 8-1, with only Ward 5 Councilman Ed Ladouceur dissenting over concerns the project’s scope had changed since the original vote.
